Disposing of loose needles, lancets and syringes (sharps) into household trash poses a risk to family members and solid waste workers who must handle the waste. Ohio law allows for the disposal of sharps generated by an individual for the purposes of their own care or treatment at home. To learn more about how to safely dispose of household generated sharps, the Ohio Environmental Protection Agency has developed the following guidance document:


Industry injects hazardous waste through Class I wells, as defined by the Resource Conservation and Recovery Act (RCRA). Class I wells are strictly regulated under RCRA and the Safe Drinking Water Act (SDWA). Construction, permitting, operating, and monitoring requirements are more stringent for Class I hazardous waste disposal wells than for other Class I injection well categories.


Approximately 17 percent of Class I wells are hazardous waste disposal wells. Most Class I hazardous waste wells are located at industrial facilities and dispose of waste generated onsite. These wells are operated in 10 states with the majority in Texas and Louisiana. Only a few commercial Class I wells accept hazardous waste generated offsite.


The Hazardous and Solid Waste Amendments (HSWA) to the RCRA added significant restrictions on the disposal of hazardous waste. Under these amendments, land disposal of hazardous wastes, which includes Class I hazardous waste injection wells, is prohibited unless the:


Other methods of disposal also may be appropriate, depending on the circumstances. Covered entities are encouraged to consider the steps that other prudent health care and health information professionals are taking to protect patient privacy in connection with record disposal. In addition, if a covered entity is winding up a business, the covered entity may wish to consider giving patients the opportunity to pick up their records prior to any disposition by the covered entity (and note that many states may impose requirements on covered entities to retain and make available for a limited time, as appropriate, medical records after dissolution of a business).

(c) The Archivist may request advice and counsel from the Committee on Oversight and Government Reform of the House of Representatives and the Committee on Homeland Security and Governmental Affairs of the Senate with respect to the disposal of any particular records under this chapter whenever the Archivist considers that--


(d) The Archivist shall promulgate schedules authorizing the disposal, after the lapse of specified periods of time, of records of a specified form or character common to several or all agencies if such records will not, at the end of the periods specified, have sufficient administrative, legal, research, or other value to warrant their further preservation by the United States Government.


(e) The Archivist may approve and effect the disposal of records that are in the Archivist's legal custody, provided that records that had been in the custody of another existing agency may not be disposed of without the written consent of the head of the agency.


(f) The Archivist shall make an annual report to the Congress concerning the disposal of records under this chapter, including general descriptions of the types of records disposed of and such other information as the Archivist considers appropriate to keep the Congress fully informed regarding the disposal of records under this chapter.


When the Archivist and the head of the agency that has custody of them jointly determine that records in the custody of an agency of the United States Government are a continuing menace to human health or life or to property, the Archivist shall eliminate the menace immediately by any method he considers necessary. When records in the custody of the Archivist are disposed of under this section, the Archivist shall report their disposal to the agency from which they were transferred.


Within six months after their disposal, the official who directed the disposal shall submit a written report to the Archivist in which he shall describe the character of the records and state when and where he disposed of them.


The improper disposal of medical sharps may present serious safety and public health risks, especially to solid waste and recycling workers. Any person who is accidentally stuck should undergo medical testing due to concerns about exposure to harmful or deadly diseases such as Hepatitis B, Hepatitis C, and HIV. Under Kansas law, if you use medical sharps such as needles, syringes, and lancets at home or in certain other settings, you may dispose of such items with other trash but only in accordance with the precautions provided on this page.


In Kansas, it is currently legal to place sharps in a sealed puncture resistant bottle that is disposed of in household trash or municipal solid waste generated at any location that is not a regulated health care provider. Special rigid sharps containers can be purchased from pharmacies and other medical supply companies that are suitable for disposal with other trash.


The disposal of loose sharps in the trash or with recyclables puts family members, trash haulers, recyclers, and landfill employees in danger of infection and other injuries. Do your part to keep them safe.

There is a vendor in St. Croix County that manages hazardous waste collection for residents and business that are VSQG (very small quantity generators). Call them directly to make a drop-off appointment in Somerset and for disposal fees.

There is NO CHARGE at this year's roundup for HOUSEHOLDS disposing of 25 gallons or less of hazardous waste (please bring materials in containers that are no larger than 5 gallons). Your disposal costs are being paid by the San Juan County Solid Waste Program and Washington Department of Ecology. Hazardous waste collection in the Islands are special events that target proper disposal of items deemed too hazardous, and unable to be disposed of in existing solid waste facilities. The events occur annually in the summer on different Islands. The County also has a hazardous waste drop-off storage unit at the solid waste facility on Orcas for collection of small quantity items between the yearly events. The latest planned events are listed above, with collection times to be announced. In general, the containers holding the hazardous waste are not returned to participants on account of safety and other considerations, so please plan accordingly. At the roundup events, individual households and businesses deliver their hazardous materials, where they are securely packaged by trained professionals, barged to the mainland and disposed at specialized facilities. Hazardous waste disposal is costly and routinely exceeds $70,000 each year for our Solid Waste Program to dispose.
